Job Description:

KEY AREAS OF ACCOUNTABILITY:

 

Oversight and Management of High Quality Programme Implementation

 

  • Responsible for the overall delivery of high-quality programme implementation in line with the objectives of the country strategy and respective commitments made to supporters.
  • Provide ‘first line’ support to Sr. Programme Managers (and Senior Provincial Managers, where needed) for the effective implementation of activities in all programming sectors including monthly work-planning, control over budget expenditures and participation in AIR meetings so that grant-related activities are completed on time, on budget and that objectives are achieved.
  • Support Senior Programme Managers to ensure that Child Safeguarding is strongly embedded and implemented within all activities and project sites, and that safe programming methodologies are used as standard across the portfolio.
  • Support Senior Programme Managers to regularly incorporate community feedback into project activities so that activities remain appropriate, relevant and appreciated in line with the Core Humanitarian Standard.
  • Instil a culture of field-centred support among direct reports, i.e. through regular visits to the field, systematic analysis and information sharing on integrated programming, incorporation of thematic field staff’s inputs into proposal development processes and ongoing capacity-strengthening.
  • Report incidents related to fraud, safety or harassment immediately through existing reporting channels.
  • Continually draw on the support of the Sr. Humanitarian Adviser to integrate humanitarian preparedness and resilience into all projects irrespective of location, sector or size.
  • Support the Deputy Country Director to manage positive relationships with Members in relation to project updates and implementation.
  • Act as Department Head in the absence of the Deputy Country Director.

 

Awards Management

 

  • Support Senior Programme Managers to prepare timely and high-quality donor project reports.
  • Province guidance to direct reports and field staff to ensure compliance with donor requirements.
  • Ensure all projects have Detailed Implementation plan, procurement plan and accordingly phased budget and implement monitoring mechanisms for implementation activities
  • Produce high quality KPI analyses on monthly bases
  • Collaborate with the Senior Awards Manager to ensure that kick-offs and close-out meetings are organised in good time and in advance.
  • Collaborate with the Programme Development & Quality Director (and his/her direct reports) to ensure that proposals are realistic; feasible to implement; and that the monitoring and evaluation of individual projects (incl. baseline and endline data) is of high quality in line with internal processes and workflows.
  • Ensure that key documents are systematically uploaded onto Save the Children’s shared drive.

 

Team Management

 

  • Support Senior Programme Managers and Provincial Managers to recruit and provide coaching to field staff at the provincial level.
  • Act as a positive role model and leader for the team, with a ‘can do’ approach, high levels of integrity and promotion of wellbeing at country and provincial level.
  • Cultivate a sense of ‘team’ and collective aspiration among Senior Programme Managers including regular exchanges of expertise; promotion of integration across the sectors and with other functions; and ongoing learning.
  • Ensure that objectives and learning goals are set for each direct report with quarterly follow-up and ongoing feedback through Save the Children’s performance management system.
  • Flag performance issues to supervisor and produce appropriate performance improvement plans where required.
  • Champion learning, creativity, innovation and responsibility that achieves results.
  • Encourage the showcasing of positive and challenging work (including lessons learned) on ‘Workplace’.

 

Partnerships

 

  • Supervise Senior Programme Managers to ensure that Memorandums of Understanding are secured with relevant line ministries and civil society (if applicable) in a timely manner.
  • Work with Senior Programme Managers to identify and pursue opportunities for partnership based on Save the Children’s ‘Partnership Principles’ and Theory of Change as outlined in the 2019-2021 Country Strategic Plan.
  • Ensure that appropriate capacity-strengthening initiatives are afforded to partners as part of ongoing project implementation.

 

SMT Participation

 

  • Assist in the overall management of the Country Office and elevate feedback from the field to inform E/SMT meetings.

Job Requirements:

QUALIFICATIONS 

Undergraduate degree with 10+ years of high-value implementation experience within Afghanistan

 

EXPERIENCE AND SKILLS

Essential

  • 3+ years of experience in emergency response programmes, including rapid needs assessments and NFI distribution
  • 10+ years of project management experience
  • Strong representation skills and willingness to speak out for children
  • Training, facilitation, briefing and presentation skills
  • Understanding of key humanitarian concepts and developments, e.g. the Humanitarian Principles, the Grand Bargain, the Core Humanitarian Standard and Cluster architecture
  • Strong skills in coordinating and collaborating with others in partnership
  • Proven diplomacy and access negotiation skills
  • Positive, solution-driven, and with a ‘can-do’ attitude
  • Experience in proposal development for institutional donors such as OFDA, ECHO, DFID etc.
  • Strong information and database-management skills
  • Proactive approach to the mainstreaming of humanitarian preparedness and resilience in all activities irrespective of location, theme or project type

 

Desireable

  • Experience of logistics, procurement and supply chain management
  • Fluency in Dari and Pashto
  • Experience working in humanitarian emergencies across multiple areas of Afghanistan
  • Previous experience in NNGOs/INGOs, UN etc.
