Job Description:

Job Purpose

The  Partnership MEAL Coordinator with support from Head of MEAL, will work with SCI MEAL Specialist (at Country Office), MEAL Coordinators (at Provincial levels) and  Partners MEAL staff to provide high quality technical support for quality control, program planning, capacity building of Partners program staff in MEAL, and setting up and managing program quality monitoring and accountability systems. He/She will be the first line of contact for Partners related MEAL needs.

 

KEY ACCOUNTABILITIES

 

Output Monitoring

  • Support Partners to develop and implement M&E Plans for every project being implemented and monitor the implementation and use of M&E Plan for tracking the achievements of indicators defined in the logframe
  • Support Partners to develop/or adopt appropriate tools to collect data against indicators given in the logframe for Output Monitoring and build capacity of program team to collect data and information
  • Monitor to ensure that data and information against indicators at the Output level are regularly collected by SCI Partners.
  • Dissemination of monitoring reports to Award Management team for their record in AMS system and sharing the same with Partners for mutual understanding and follow up

 

Quality Monitoring

  • Conduct regular field visits to Partners implemented projects in the provinces of Afghanistan, and provide on job capacity building support to mitigate the spotted capacity flaws and establish good working relations between SCI and Partners.
  • Take active part in the partner capacity assessments as per the need for prequalified Implementing partners and new potential local NGOs (under various thematic areas Health, Nutrition, child Protection, food Security & livelihood, and education) in line with Partnership strategy.
  • Orient Partners MEAL Officers for conceptual understanding and implementation of monitoring using Quality Benchmarks and preparation of Action Plans for enhancing quality of project/program activities by implemented by Partners.
  • Conduct periodic field visits to Partners to provide support on Quality Monitoring of activities as well as observe the functioning of Quality Monitoring System on the basis of which provide a continuous coaching to the Partners MEAL Officers.

Accountability 

  • Support Partners to establish systems for project information sharing at the community level by ensuring that each activity conducted has system to disclose information to communities (every activity at the community level should exhibit information on objective of the event, duration of the event, cost of the event, per diem rate to participants, cost of stationary and snacks etc.)
  • Support Partners in the investigation of complaints and feedback as and when needed in coordination with Partners program/project management
  • Support Partners to establish and raise awareness in communities on the functioning of the Complaints Feedback Mechanism. Conduct and report on Complaints Satisfaction Assessment on a quarterly basis
  • Conduct meeting with the Partnership Manager on monthly basis provide update and share his/her next month plan

 

Data Quality Assurance

  • Ensure that data and information collected by Partners are of quality by designing an effective Data Quality Assurance Mechanism
  • Implement Data Quality Assurance Mechanism to ensure that data is verified and validated at the source of data collection and make reports to document quality of data for all Partner implemented projects

Capacity Building

  • Develops capacity building plan and conduct capacity building training on M&E for SCI implementing partners and newly established organizations and shall coordinate/prepare the capacity building agenda in collaboration with BHs, thematic plus provincial managers based on partners’ need
  • Capacity building of MEAL Focal Persons in the Provinces on quality data collection, compilation and analysis through regular coaching, mentoring and training
  • Focal person for regular follow-up with partners on submission of their monitoring and field visit reports.

Job Requirements:

QUALIFICATIONS:

  • Undergraduate Degree in social science and evalalant.3-5 years of monitoring and evaluation and/or research experience with at least 3 years Coordinator level experience preferably with INGOs
