Job Description:

Job Purpose

The MEAL Specialist, with support from  HEAD of MEAL, will lead the MEAL team in the provinces and with partners by providing high quality technical support for quality control, program planning, capacity building of program staff in MEAL, and setting up and managing program quality monitoring and accountability systems. S/he will have an oversight of output monitoring, baselines, endlines, evaluations and learning system of SCI.




Output Monitoring

  • Support the designing of projects by providing technical support through feedback on finalization of SMART indicators in project logframes
  • Crosscheck that indicators of the logframe during the proposal design are aligned with Annual Plan indicators and CSP Indicators as well as Global Indicators are either included or represented
  • Develop and support implementation of M&E Plan for every project being implemented and monitor the  implementation and use of M&E Plan for tracking the achievements of indicators given in the logframe
  • Design the tools to collect data against indicators given in the logframe for Output Monitoring and build capacity of program team to collect data and information
  • Monitor to ensure that data and information against indicators at the Output level are regularly collected by the program team and uploaded in the MIS

Quality Monitoring

  • Lead the process for preparation of Quality Benchmarks with program team and finalization of checklists against Quality Benchmarks for each and every project
  • Review Quality Benchmarks on an annual basis with program team to revise Quality Benchmarks and their checklists in order to continuously raise standard of program quality
  • Orient MEAL Officers for conceptual understanding and implementation of monitoring activity using Quality Benchmark and preparation of Action Plan for enhancing quality of project/program activities
  • Analysis of data generated from Quality Monitoring on a regular basis and prepare report to inform program management on the findings on enhancement of quality of program activities
  • Make periodic field visits to monitoring the quality of Quality Monitoring activity as well as make observations on the functioning of Quality Monitoring System on the basis of which a continuous coaching is provided to the MEAL Officer


  • Facilitate transparency of project information at the community level by ensuring that each activity conducted has system to disclose information to communities (every activity at the community level should exhibit information on objective of the event, duration of the event, cost of the event, per diem rate to participants, cost of stationary and snacks etc.)
  • Support for investigation of complaints and feedback as and when needed in coordination with program/project management
  • Support to raise awareness in communities on the functioning of the Complaints Feedback Mechanism by making field visits and interacting with communities and enhancing capacity of MEAL Office and Program Staff to also make communities aware
  • Conduct and report on Complaints Satisfaction Assessment on a quarterly basis


Outcome Monitoring

  • MEAL Specialist will assess the achievements of Outcomes as per the logframe indicators by going to the field on a monthly basis
  • Outcome variance analysis will be done and shared for analysis with Project Team for finalizing the report

Data Quality Assurance

  • Ensure that data and information collected by projects and programs are of quality by designing an effective Data Quality Assurance Mechanism
  • Implement Data Quality Assurance Mechanism to ensure that data is verified and validated at the source of data collection and make reports to document quality of data for all projects

Capacity Building

  • Capacity building of MEAL Focal Persons in the Provinces on quality data collection, compilation and analysis through regular coaching, mentoring and training
  • Capacity building of Program Staff on conceptual understanding of MEAL, access and use of data and information generated by MEAL mechanism, and preparation of formats for field visit reporting

Support Baseline, Endline & Evaluation

  • In coordination with program team support for conducting mid-term as well as final project evaluation as per the requirements.
  • Lead support for conducting baseline and end line surveys for all projects by designing survey methodology, data collection methodology and tools, support in writing reports by helping analyze data
  • Prepare Evaluation Summary and upload on Onenet on a timely and regular basis
  • Prepare Evaluation Recommendation Tracker and support the preparation of Action Plan to responsible Program Head to close evaluation recommendations in a timely and efficient manner

Support Reporting on Global Indicators

  • Support the program team in compilation of data/information on Total Reach, Global Indicators and contribute to CAR development process.

MEAL in Emergency/Humanitarian

  • Design and conduct Preliminary Assessment of Situation in case of onset of Emergency within the stipulated timeframe (usually within 48 hours)
  • Design and implement Output Tracker to keep record and share record of Total Reach of beneficiaries reached by Emergency Response in case of onset of Emergency
  • Contribute to finalization of indicators in the logframe designed by different themes for Emergency Response in a Full Spectrum approach
  • Establish Accountability System with beneficiaries affected by disaster
  • Design and implement Post Distribution Monitoring
  • If required, contribute to Real Time Review and Final Evaluation


  • MEAL Specialist will report to MEAL Manager
  • MEAL Specialist will compile geographic/thematic reports from various projects on Output Indicators based on the reports provided by MEAL Officers and submit to MEAL Manager (Quarterly)
  • MEAL Specialist will compile geographic/thematic reports from various projects on Quality Monitoring based on the reports provided by MEAL Officers and submit to MEAL Manager (Monthly)
  • MEAL Specialist will prepare report on Complaints and Feedback Mechanism and submit to MEAL Manager (Monthly)
  • MEAL Specialist will prepare report on Outcome Monitoring and submit to MEAL Manager (Quarterly)

Team Development

  • Provide management and technical leadership to the MEAL team in the region.
  • Ensure Capacity Assessment of program team and partners on MEAL and plan accordingly to enhance the MEAL system
  • Ensure that MEAL team members access appropriate capacity building and development opportunities and support team with clear  roles, functions and responsibilities
  • Develop Project monitoring training modules and train SC and partners key staffs in the region on how to use tools and measure/track indicators
  • Ensure Child Participation in MEAL

Job Requirements:


  • Master’s Degree in social science and evalalant.3-5 years of monitoring and evaluation and/or research experience with at least 3 years Coordinator level experience preferably with INGOs
